Guangzhou’s Housing and Urban-Rural Development bureau is working on guidelines for new residential developments aimed at attracting skilled workers (talents) in the coming five years, according to the local media. Chief of these is that developers who win land parcels at auction are required to dedicate 10% of the total building area in their projects to social housing and “talent housing”.
Guangzhou has specified five types of skilled workers who will qualify for renting the “talent housing”, without setting any income limit. Within these categories, the specific definition of “talents” will be up to the discretion of the districts overseeing the developments.
Guangzhou has attracted more than 800,000 new skilled workers in the past two years. The city needs to provide housing solutions in order to retain them, however, as the cost of renting and owning in the provincial capital is relatively high.
